Soil in its proper place is a valuable resource, however when soil enters the county's waterwyas in accelerated quantities, it is a pollutant, commonly referred to as sediment.
For more than forty years, the Bucks County Conservation District has worked to control the erosion of soil from both agricultural fields and development sites. A delegation agreement with the Pennsylvania Department of Environmental Protection to administer Title 25-Chapter 102 of the Pennsylvania Clean Stream Law enables the District to closely monitor earth disturbance within Bucks County.
Erosion and sedimentation control plans for any proposed earth disturbance in Bucks county exceeding one thousand square feet must be submitted to the District for review and approval. The engineered plans depict various erosion controls which must be installed to prevent soil particles from leaving the disturbed areas.
An NPDES (NOI) should be submitted in Bucks County to the District when earth disturbance will exceed one acre.

NPDES Visual Inspection Report
A new form related to the PAG-2 has been developed, which is the "Visual Inspection" form. One of the PAG-2 permit conditions requires that a visual inspection be conducted weekly and after each measurable rainfall event. It is the responsibility of the permittee and co-permittee(s) to ensure that this inspection is performed.

Certification of Origin/Clean Fill
Applicants must use environmental due diligence to ensure that fill material on all projects qualifies as
Clean Fill. All fill material must be used in accordance with the Department of Environmental Protection's policy "Management of Fill" document # 258-2182-773.
